What does the 2% facility mean?
The 2% facility is the process whereby YOU as a tax-paying individual can direct 2% of the amount of income tax earned in the previous year to AFAD.
DIRECTING ≠DONATION
The 2% facility is not a donation you make with your own money. If you choose to direct 2% to AFAD, 98% of the tax will go to the state and 2% will go to AFAD.
How can I direct the 2%?
Simple! You have to submit your income tax return (FORM CET18) with the 13-digit tax code (IDNO) in line M1.

The income tax return is submitted annually, between 1 January and 30 April, to any service department of the State Tax Service (SFS).
To validate the percentage allocation, you must:
- 1. Submit the declaration on time;
- 2. You do not owe income tax;
- 3. Enter the correct tax code.

- from any SFS service directorate;
- from the website: www.sfs.md with the possibility to download and fill it;
- via SIA „Declarație electronică”, option valid for electronic or mobile signature holders. In this case, when accessing the form, it will already be pre-filled with the information available within the SFS.
filled in and signed can be submitted:
- in person: at any SFS service department, regardless of where the individual taxpayer has his residence visa;
- by post: in the case that forms can be sent to any SFS territorial office;
- online: with the application of electronic or mobile signature.
